Those who are in the fore-front of technological development in the world today have been known to be people who were not necessarily schooled, but educated with enviable track record in discovery, innovations, creativity and inventions. The governments of their days were strongly instrumental to their rapid and spontaneous technological ingenuity as they leverage on their hidden potentials. In the advanced or developed countries like the USA and Europe, they seem to have extolled the values of education above the conventional schooling programme.
